Precisely the way you poll your email now.

It is plain old email. It is just the *content* that's
encrypted. For processing the *content*, yes you need tools.
Those are OSS available.

It scales precisely as well as any large email provider (eg.
Google can do it, Yahoo can do it, you name it). The one thing
that would need careful handling are the keys for encryption.
If they would use public/private keys that would be within
normal limits for any lab.
