No, it's the other way round.

Not at all. Only to the language setting used inside the
database. That is why it is grouped under "Database", after
all.

They can't because the widget is a generic one being used
all over GNUmed. Should someone have spare time on their
hands then those buttons could be made hidden rather than
disabled (like now) when their functionality isn't active
(like in this instance of the widget).
