[Gnumed-devel] state/territory/province/region

Hello,

The field "Region" or "State" in patient's demographic is mandatory, but there 
is no clue what to enter in case we don't know/ don't want to use it. 
It would be nice to have some hint in tooltip.

The Polish regions in the dictionary (dem.state) are spelled without proper 
accented letters, eg "Slask" should be "śląskie" (I wonder if it displays 
properly on your screens :). How can I supply the correct list?
