It hands the files to CUPS which knows what to do with PDF.

Because of its queue and converter setup.

Today lp does little more than handing files to CUPS as well.

In the Golden Days Back In The Age Of Unix there was a
complex non-cups setup for lp (much like a local smtp
server) that knew what to do with various file types.
