Surely. That is already possible (albeit not very friendly -
I still need to implement pre-filtering of the template
selection list).

Easy to do but needs resources (as in time spent coding).

That is what happens now except that it shows *all*
paperwork templates rather than only the relevant ones.

What end would that be intended to serve ?

That already works.

We do that. If the user never selected a meds list template
she will be presented with a list of (too many) choices.
Whatever the user chooses will become her default for the
next time around until it is reconfigured from the
configuration section.
