It may be port blocking by the ISP (see clipping below, between *****   ***** )

... would either of the following be feasible solutions?

1) allow in GNUmed (or in the conf file) to specify a port other than 25 for 
error reports or

2) allow in GNUmed (or in the conf file) to specify for error reports to be 
addressed

        from a specified sender email userid
                (could be part of each user's profile)

        via a mail server that is to be used for SMTP
                (in my case mail.shawcable.com)

Port 25 Filter

Port 25 Filter  
Connections made to Port 25 (the standard SMTP port for outbound email) that 
are not directed toward a Shaw Email server are blocked.

In an effort to reduce the volume of Unsolicited Bulk Email (SPAM), any 
outbound traffic on Port 25 that is not directed toward a Shaw Email Server is 
blocked.

If you connect to third-party mail systems to send email you must ensure that 
you:

        • Obtain an alternate port number from your third-party email provider
OR

        • Subscribe to Shaw Business Internet services using a static IP 
address and DOCSIS modem
Port 25 filtering will NOT affect you if:

        • You use Shaw's Email Servers to send email
        • You only connect to third-party mail systems to receive email, but 
still use Shaw's Email Server to send email
        • You subscribe to a Shaw Business Internet package that includes both 
a Static IP and a DOCSIS modem
