This works for me as root (we recommend to run upgrade as root anyway)

sudo -u postgres /Library/PostreSQL/8.4/bin/psql -l -p5432

It will ask for a password. This is (in most cases) the password for the 
postgres user which has been created during installation of PostgreSQL (the 
EnterpriseDB version in my case)
