3) no need. the *.conf tells the bootstrap*.py to check.

until one sees that in

        update_db-v18_v19.conf

the value for minimum postgresql version

        = 8.4 

thus allowing the upgrade. Over in the client .conf I saw no parameter to 
define (or constrain) any minimum postgres version.
