Unfortunately there still was one connection open.

I suggest a 

net stop postgresql-9.3
net start postgresql-9.3

sequence. That should work. Then upgrade again. Maybe I missed it but were you 
able to connect to v18 inside PG 9.3 ? With client 1.3.8 ?
