That's what Recommended is for as opposed to Suggests.

It's unlikely suggestions get ever recognized. People have to search
these fields to find them.
State of the art are one-click-installers and that's what people use.
Accordingly they only recognize what they get by default; suggestions
are not part of this.
Closer to the ideal is to use virtual packages. All themes can define
the same virtual package (e.g. "gnustep-theme") with the Provides:
field. All applications depend on this virtual package. Then a
single-application installation can depend on the _Gnome_ theme OR the
virtual package, while a full GNUstep installation can depend on the
_GNUstep_ theme OR the virtual package. Using this OR means, if the
GNUstep full package installs a theme already by a dependency,
installing a single application (as another dependency or not) won't
pull in the Gnome theme, too.
All fine, but still no detection of the desktop in use.
