In this case, I agree.  Recommended is what should be done.  I thought with "Suggested" it would give the user an option.   

However, considering that the user will (99 times out of 100) want to use the theme which matches her/his desktop, it is best to use a reasonable default than to force them to choose when they shouldn't have to.

Putting Gtk.theme in "Recommended" is the best option considering what desktops people will be using by default.

If you want to give people the choice of what they will use by default, use 'debconf' or 'alternatives' or something like that. Or create a new meta-theme that detects user's environment and loads another appropriate theme.

But if a good out-of-the-box experience for new users is what we're aiming for, then Gtk.theme belongs in "Recommended" section for either applications, or of gnustep-gui. And it belongs in the defaults as a (heh) default option. It's still optional, it's still changeable, it's just installed by default.

That's what Debian's "suggest" is for. You can have a package be required, recommended or suggested. In this case, adding it as a suggestion is probably a good idea.
