I’m having some trouble building Clang via MINGW-packages (https://github.com/msys2/MINGW-packages/issues/7369), but I’ll let you know as soon as I get that to work.
You should be able to just do a Windows build with the VS command prompt and CMake. I normally build clang with CMake + Ninja + either Visual Studio or an existing LLVM install on Windows. There are no other dependencies.
