For now, gpssnmp only works on the local command line.

If gpsd were to support SNMP on the wire, it would do so using net-snmp
as the daemon. net-snmp support SNMPv3, rate limiting, access control,
etc.

Every WiFi AP, every router, has SNMP on by default.  The problems with it
are well known and the defaults are good.
