\(^a should. It does here with -Tps.
$ cd /usr/share/groff/1.17.2/font/devps
$ g circumflex TR

You'll find the other devices and their characters in that font
directory too.
For combinations that don't exist in a font you could try overstrike,
e.g. `\o"c^", or a horizontal movement.
