Apart from the good advice already given...

if you want to have properly typeset postscript output, you can copy the
$SHARE/groff/<version>/fonts/devps directory to $SHARE/groff/site-fonts/<devps2
or your preferred name> and massage the font generation scripts to use the GPL2
URW++ free fonts[1] included with Ghostscript 8.11 and later. At least Debian
has used them for a long time and were recently adopted by the Ghostscript
people. If you don't have them, they are available from the Ghostscript
website, from http://sourceforge.net/projects/gs-fonts/ and any current CTAN
mirror (see http://www.ctan.org/ for further information).

These fonts contain the glyphs necessary to typeset Cyrillic languages and all
the precomposed glyphs to typeset the European languages that use the Roman
alphabet and covered by the ISO-8859-x encodings, including ISO-8859-3 (Maltese
and Esperanto).

[1] Once upon a time I sent a Makefile with the needed modifications to the
list. It may be in the list archives but I have yet to find it myself. It seems
it went in smoke in one of the server crashes ffii.org had in the past...
