No, many AMD GPUs work well I think.  My AMD Radeon RX 580 works very
well out of the box (minus a few things like hibernation), except with
KMSCON, apparently.

If I understand correctly, there are 3 drivers:

- radeon
- ati
- amdgpu

The latter seems to work fine on recent cards, but it won't work with
older chipsets.
I'm not too sure about the difference between radeon and ati.  

Maybe Florian's issue is with an older card that does not support
"ati" or "amdgpu".
