Your original comment seemed to imply that rsync is not fast and
efficient, that's the issue I took up.

I'm not after forcible alteration to the cfengine design.  If you
don't think rsync fits, that's perfectly fine.  I'll simply invoke
rsync through shellcommands, because in our site it is already set
up to do the necessary file copying tasks.
