Hm, a quite similar element works for me (Emacs 21.3, International
Ispell Version 3.2.06 08/01/01):

 ("espanol-latin1"
  "[A-Za-z\301\311\315\321\323\332\334\341\351\355\361\363\372\374]"
  "[^A-Za-z\301\311\315\321\323\332\334\341\351\355\361\363\372\374]"
  "[']" nil
