Yes, I think the correct way to denote that data structure would be:

(REGEXP . FRAME-PARAMETERS)     ; FRAME-PARAMETERS is an association list
                                ; of (PARAMETER . VALUE) conses

or

(REGEXP (PARAMETER . VALUE) ...)
