My build is 11,4 MiB before stripping.
Configured with
configure --with-gcc --no-cygwin --cflags -IC:/my/includes
and built with
C:\emacs> gcc --version
gcc (GCC) 3.4.5 (mingw special)

M-x version =>
GNU Emacs 23.0.50.1 (i386-mingw-nt5.1.2600) of 2007-09-26 on JUANMAB
