Quoting C-h garbage-collect:

   However, if there was overflow in pure space, `garbage-collect'
   returns nil, because real GC can't be done.

That indicates that pure space was overflowed.  IOW your Emacs build
is broken.  You need to rebuild with a larger pure space.
