I will investigate deeper with my setup.  Have you tried with latex-mode-hook?

(add-to-list 'auto-mode-alist '("\\.sty\\'"   . latex-mode))
(add-hook 'latex-mode-hook #'rainbow-delimiters-mode)

Could be that the mode hook is not working
