Octave API

Hi,
I haven't dealt with APIs before, and from what I'm told I need to use an
Octave API to download data from a website.  It doesn't need to be C based. 
It can be from any language for which a Octave (or Matlab) API exists.  So
I'm guessing it can be C, Java, etc... I'm not sure what is best or the
easiest to get started with and understand.

Can someone point me in the general direction for getting starting using
APIs?
