Do all the wrapper depend on WASM? Notice we cannot patch the CSP 
anymore (yet?) on MV3, not sure if we've got a fallback for that.

On a side not, last force push so far has been today at 7:30 UTC (9:30) 
today (amend to the "Explain MV3 limitation" commit to fix a Firefox bug 
(developer mode warning shown there too).
