I agree it's our responsibility to fight this fight. I wouldn't say
"get the software the can handle the forms", but rather ask the
government to create forms that can be handled by Free Software.

In my specific case, there was no such option unfortunately. The forms
were related to immigration, and they required some form of validation
of data (presumably done through JavaScript or some proprietary Adobe
extension), and there was no paper form available.
