Although it makes no sense to prevent people from using the GPL
freely, sharing copies of the GPL freely, modifying the GPL (provided
they change the name of course), or sharing copies of their modified
GPL, we are talking about cultural works here. The GPL is a hack by
many deemed necessary under Anglo-American copyright law; a licence is
not a cultural work.
