What version of m4 is that?  gm4 --version would say.  --gnu was added
in 1.4.12.  You may also want to report your problem to the phalcon
folks, in case they are interested in supporting older m4 versions.

I don't use OS X (not free software), so I can't say for sure, but I
suspect there are pre-built versions of newer m4 for your platform.

You could always build it yourself; 1.4.17 is here:
http://ftp.gnu.org/gnu/m4/
