Follow-up Comment #2, bug #57337 (project octave):

Thanks for looking into this. When I do

>>pkg list

the communications package is listed. When I do 

>>pkg rebuild
>>pkg list

it is no longer listed. Now when I do

>>pkg install -forge communications

I get the long list of errors that I posted, ending with

pkg: error running `make' for the communications package.
error: called from
    configure_make at line 99 column 9
    install at line 184 column 7
    pkg at line 441 column 9 

Then if I do

>>pkg load communications 

I get an error saying that it is not installed.
