Follow-up Comment #6, bug #57486 (project octave):

Maybe we can share some core features so we don't have to maintain two
entirely separate functions.  But there are options for mex compatibility
(-R2017b, -R2018a, -largeArrayDims, -compatibleArrayDims, -client engine) that
don't make sense for mkoctfile.
