That was very useful. `LIBS` and the SUNDIALS flags are looking good now afaict. > BTW remarkable that this build break only happens in mxe-octave; on Linux (native) Octave builds & runs fine. That is probably because it just so happens that no static libraries get pulled in by the (native) SUNDIALS dependencies on Fedora (or on Debian/Ubuntu). I'm more surprised that this didn't happen for MXE Octave MinGW cross-builds on the buildbots or for me on Ubuntu... Closing this as a symptom for the actual bug that is described in bug #65476.
