Follow-up Comment #9, bug #65519 (group octave):

pstoedit.exe had been separately submitted to:  AVG, McAfee, Microsoft,
Skyhigh(SWG), SecureAge, Symantec, and a few others. Many immediately
whitelisted, others (Microsoft and SecureAge) are 'pending', and others are
wonderfully silent.  
 
There's not much else we can do. There's no way we can get feedback on why the
file in v9.1 triggers these things but 8.4 did not, or why the file from the
-w64.zip file triggers it but the one from the -w64-64.zip or the -w64.exe
does not. 

Please report these false positives to your security software vendors. If they
don't provide an obvious way to do so, there is a fairly useful list here
(this is unfortunately a common problem for software developers with no
reasonable recourse other than to separately contact a hundred vendors for
every software release):
