Follow-up Comment #26, patch #9440 (project octave): Flatpak applications can only have a single dependency/runtime. So one doesn't need to have the Freedesktop runtime installed, but as you said, both Sdks/runtimes and Octave need to be rebuilt in the case of a change to the underlying Sdk/runtime.
