Ok, lets give a try. Here is a first (experimental) version of the package
"Biosig for Octave" 

  pkg install
https://pub.ist.ac.at/~schloegl/biosig/prereleases/biosig4octave-2.2.1.src.tar.gz

  pkg load biosig

I do not want to call this mexbiosig, because I consider this experimental. 
Let me know of any issues that you see.
