If I may, I think this link would be more to the point of patents on
JPEG-2000. Please note that it does say, "... the JPEG 2000 standard ...
should be implementable either in full or in part without payment of either
royalty fees ... or license fees ...."

Uh, no. See http://www.ece.uvic.ca/~mdadams/jasper/
For exampleImageMagick has supported JPEG2000 for quite some time. Also,
more and more commercial applications are using JPEG2000 - and rightly so,
it's awesome. This doesn't make it a priority for pan, though.
