I noticed this as well.  I'm guessing it's a DNS problem since
www.rebelbase.com comes up, but it's not that useful.  It only contains
a link to pan, the pan website stats, and webmail.

lists.nongnu.org is not responding period.  At least not the web
portion, I can't get to any nongu list so it's non just pan.
