That file is normally printed at the text console login as the pre-login 
greeting/banner, with the escape sequences substituted appropriately 
(kernel release version and machine type as uname would print them, IIRC, 
there's several other escape sequences available too).

No time now but after work I might post mine, which has color-codes as 
well.
