What if you have no choice?

A trusts B, the only trustworthy people in the city who is allowed to travel.
B trusts C, who is honest but a bit naive.
C trusts D, who is a secret agent.
D signs fake keys owned by Big Brother.
Big Brother signs a fake E' key then distributes it via the
only key server A can reach.

What can A do if he wants to send encrypted mail to the real E?
