This message was removed in the same commit that added resizing in
float groups (4a901ee413b1fb63fac98523bdd15a36946e2f8c).  This
suggests that you are not in fact running the latest version.  You can
check what version you are running with C-t v (with default
keybindings).  The latest from git should give you either
0.9.7-45-g7e4cb61 or 0.9.8-git depending on how it was built.  The
resize feature was in the 0.9.7 release as well though.
