[swarm-hackers] doing the release

I keep thinking about this but have been holding off so I can do  
everything in one shot, the recent emails got me thinking I need to do  
this sooner rather than later.  I mentioned awhile back that I wanted  
to produce a new release of Swarm, this will make a snapshot of the  
current Swarm so that we can start incorporating many of the  
development branches that are out there.

But my question is, is there a release procedure document?  I mean  
about specific logistics, where do files get put, what files should be  
created, what announcements and etc. should be sent out?  Do I have  
permission to put files on the ftp server?

Maybe we should have a developer section on the Wiki with some of this  
info?
