It seems to me that this is a warning message that
\usr\X11R6\lib\libXpm.dll.a is missing. It should still have
unpacked. Whether you need that file or not (its a dynamic library)
will come when you try to run something.
You may find that Xpm is an option extra package in Cygwin that you
haven't installed. Trying running the Cygwin setup program again, and
look for the Xpm package. Xpm is used to manage icons and other small
images IIRC.
