I think that depends on your point of reference. What about prepaid
credit cards? Cash? ZeroCoin/ZeroCash/Bitcoin?
Germany:
No GSM-SIM (even prepaid) without ID
mywirecard (prepaid VISA) no spending before linking to ID
cashpassport (prepaid mastercard) no charging without ID
bitcoin's status is not finally decided. currently it is a "unit of
account".
paysafe:
-cards can be bought "anonymously" only with face contact to the local
dealer
-it is illegal to further trade the paysafe cards
-the store is not allowed to give more then 100EUR/month to a single
person
-combining remaining credit of one card with other cards is only
allowed for transactions of 30EUR or less
-the card's PIN contains coded information about the point of sale.
if a transaction raises suspicion, the card gets blocked,
and an ID has to be provided to get the money back.
