Tests should fail because of at_commands_in_refs_utf8.texi and 
at_commands_in_refs_latin1.texi missing... I'll commit them.
formatting_for_makeinfo.texi missing is not a big deal, however.

I have also noticed that some test results weren't committed...

I'll fix all that.

Maybe it is worth respinning a release with unchanged release number?
I know this is bad, but in that case it may be justified.
