Are all the translations UTF-8?

They certainly aren't in the gettext translations of makeinfo, which I
hoped we would be able to reuse, by changing the strings in texi2html ...

    the console is set to utf8 by default

But not all consoles are set that way, by a long shot.  So it's not
anything that can be relied on ...
