FWIW we request that LilyPond PO files are encoded in UTF-8, but another way 
for package maintainers who use the TP is to convert the PO files they get 
to UTF-8 charset when committing to the sources.

We needn't rely on the terminal encoding for LilyPond manuals, all we need 
in this case is outputting HTML to files encoded in UTF-8, which Reinhold 
has figured out.
