1. load an init file. Allready done like that, no problem.
2. load some code from within the texi2html script.
I would have preferred to do 2.,
Why? Init files actually seem nicer to me than hardwired code?

Sure.
to keep the possibility to change things simply by putting some simple
perl code in an init file.
Definitely. One of the advantages of Perl is that it's so much easier
for users to tinker with the behavior than with a C implementation. So
the easier we make that in general, the better.
