Isn't this the job of the linker?
Don't know the details of tiny/small ... memory models.I mean MZ EXEs, not 16-bit code (just linking support). Nevertheless... hacking in support for the tiny/small model shouldn't be too hard.
They are realmode memory models with either one or two (data & code) segments so you don't have to deal with segment registers or far pointers.
