The @Diag and @Graph packages are used to draw diagrams and graphs using
lout commands and these are converted by lout into PostScript drawing
commands.

So converting an arbitrary lout document into PDF is non-trivial, hence
I (and I suspect most lout users) use Ghostscript to do that.
