LYNX-DEV frames

hey.. just wanted to know if it was possible to turn on frames, for lynx 2.3.7 
or 2.4.2 (think that is what we have here.. if not what would the best course 
of action to take to try to cut down on the number of 'sorry frames only' 
messages.. thank you
