Given that I've only a 28.8 modem connection, I don't think my site would
be the most obvious candidate, but I'm quite willing to host the latest
version (not an archeology of old releases).  I always do put the current
.tgz file in my public ftp directory -- when I finally can get it. :-)

But why can't slcc install an ftp daemon that honors REST?
