Without using Lynx or the web, people could use Nettamer through any
service provider that had PPP.  The internet service wouldn't be free,
though.   

There is also a 386 version of Lynx that works through PPP, and with it you
could store your own cookies.  Although people have written batch files to
set these DOOS PPP  applications up, they are difficult to install.  

Cookie handling on a multisession basis is now being done by Lynx version
2.8.1, with 2.8.2 soon to come out.  But getting that onto Sailor may not
be trivial.  I think the programmer who put Lynx on Sailor is not around
anymore, since that version is about 2 years old.  And there are legitimate
security concerns for adding new Lynx options to anonymous users.
